The purpose of the state policy in the field of healthcare is to improve the availability of medical care, increase the efficiency and quality of medical services based on the latest achievements of medical science. The Concept of the long-term socio-economic development of the Russian Federation for the period up to 2020 states: in order to improve the situation with the health of citizens, it is necessary to ensure a qualitative breakthrough in the health care system. Sectors need innovative developments in the field of prevention, diagnosis and treatment of diseases (including rehabilitation), an effective system of training medical personnel and qualified specialists who are able to solve the problems of innovative development.
